The Regional Public Information Network (http://www.rpin.org/) belongs to local and regional governments, utilities, transportation, health and emergency response agencies, etc.  It contains a mix of breaking news and alerts (such as traffic conditions and road closures) with links to resources like health quality organizations.

United Way's Help for Hard Times

The United Way has put together an excellent site called Help For Hard Times at http://www.uwsc.org/gethelp.php  It is well laid out, informative, and very rich with links to services of all kinds: job retraining, unemployment benefits, help with rent, food and utility assistance.
